Teachers share their thoughts with Prime Minister Pham Minh Chinh
On the afternoon of November 15, Prime Minister Pham Minh Chinh met with representatives of outstanding teachers on the occasion of Vietnamese Teachers’ Day, November 20.

The event in which the Prime Minister meets outstanding teachers and educational administrators has become an annual occasion of profound political and humanitarian significance.
At the meeting, Minister of Education and Training Nguyen Kim Son stated that the 60 teachers in attendance represent more than 1.6 million educators across the country—those who have contributed to shaping the noble and humane image of the teaching profession. Each teacher embodies a meaningful story of devotion, perseverance, and continuous innovation—whether spending a lifetime at the lectern, leading the charge in digital transformation, or quietly supporting disadvantaged students.
The Party, the State, and the Government consistently give special attention to the teaching workforce, the key factor determining the success of the national education system. Accordingly, policies focusing on the development of teachers are considered a central solution and a crucial key to fulfilling the country’s educational aspirations and broader developmental goals.

Minister of Education and Training Nguyen Kim Son delivered remarks at the meeting.
Sharing his views at the meeting, Mr. Tran Thanh Hai, Principal of Vien Dong College in Ho Chi Minh City, emphasized that Resolution 71-NQ/TW of the Politburo on breakthroughs in educational development and Resolution 68-NQ/TW on the development of the private sector serve as important foundations for orienting vocational education.
According to Mr. Tran Thanh Hai, the rapid advancement of technology—particularly artificial intelligence (AI)—is strongly influencing education and training. In vocational training, the traditional order of priority used to be knowledge – skills – attitude; however, today, skills take precedence, followed by knowledge, while attitude remains essential. With strong skills, vocational students can independently update their knowledge through various digital platforms, especially in a context where knowledge changes rapidly. This approach has enabled Vien Dong College to supply high-quality human resources to 18 industrial zones and export processing zones in Ho Chi Minh City.
Mr. Tran Thanh Hai noted that to effectively implement these orientations, applying appropriate policies on educational stratification and investment is crucial. He expressed strong support for the Prime Minister’s perspective of “public investment – private governance,” meaning that the State budget directly subsidizes learners (public investment), while both public and non-public institutions participate in training (private governance). This mechanism creates strong appeal and supports effective student career pathway orientation.
Based on these policies, Mr. Tran Thanh Hai proposed expanding investment for teachers in the non-public sector; and establishing mechanisms that allow non-public institutions to participate in national programs and strategies on education, thereby fostering competition, improving effectiveness, and ensuring that learners remain the ultimate beneficiaries.

Mr. Tran Thanh Hai, Principal of Vien Dong College in Ho Chi Minh City, delivered his remarks.
Prime Minister Pham Minh Chinh: “We honor and express gratitude to distinguished teachers with outstanding achievements.”
Prime Minister Pham Minh Chinh expressed his pleasure in welcoming 60 teachers who represent more than 1.6 million educators and educational administrators across the country. The Prime Minister emphasized that through the sincere and emotional sharing of the teachers about their lives and their profession during the meeting, we deeply honor and appreciate those educators who have achieved exceptional accomplishments in the cause of education and training. They are the core figures who spread positive values to students, create motivation, inspire learners, and truly serve as shining examples of ethics, self-study, creativity, dedication, and commitment to the noble mission of nurturing people.
On the occasion of Vietnamese Teachers’ Day, November 20, the Prime Minister extended his profound gratitude to generations of teachers throughout the country, who have always devoted their hearts and efforts, day and night, to the noble and honorable cause of education. He also sent warm greetings to students and parents nationwide.

Prime Minister Pham Minh Chinh emphasized that now more than ever, we must prioritize all available resources and establish the necessary mechanisms and policies to create breakthroughs in the development of education and training.
“It can be affirmed that human resources are the most important factor, determining the success or failure of revolutions and the development of a nation. Humans decide everything; investing in people is investing in development, and investment in human resources is the most important investment,” the Prime Minister emphasized.
The Prime Minister stated that now more than ever, we must prioritize all resources and establish every necessary mechanism and policy to create breakthroughs in education and training, ensuring it truly becomes the most fundamental pillar for national development.
In this spirit, the Politburo, the National Assembly, and the Government have introduced numerous guidelines, mechanisms, policies, and solutions to foster breakthroughs in education, training, and the development of high-quality human resources, and have been directing their implementation with strong determination.

The Prime Minister requested the Ministry of Education and Training to continue reviewing, amending, and promptly supplementing institutions, mechanisms, and policies, in order to enhance the effectiveness and efficiency of state management in education.
