(Chinhphu.vn) On the afternoon of November 15, Prime Minister Pham Minh Chinh met with representatives of outstanding teachers on the occasion of Vietnamese Teachers’ Day, November 20.

Also attending the meeting were Deputy Prime Minister Le Thanh Long; Former Vice President, President of the Vietnam Association for the Promotion of Learning Nguyen Thi Doan; Minister of Education and Training Nguyen Kim Son, leaders of several ministries and sectors, and 60 outstanding teachers, representing over 1.6 million teachers nationwide.

The event where the Prime Minister meets with outstanding teachers and education administrators has become an annual event carrying deep political and humanistic significance, and has been consistently maintained throughout this term.

This is invaluable encouragement, demonstrating the profound attention and trust of the government towards the corps of teachers and education administrators, the pioneering, core force that determines the success of the nation’s education.

This year’s meeting holds special significance as it takes place in the context of the Politburo having just issued Resolution 71-NQ/TW on breakthroughs in education and training development, and the National Assembly having passed the Law on Teachers, which will take effect in early 2026.

This marks an important milestone that affirms the major policies of the Party and State in honoring, supporting, protecting, and developing the teaching workforce – the key force of the nation’s educational cause.

Minister of Education and Training Nguyen Kim Son stated that the 60 teachers attending the meeting are not only a personal honor but also a shared pride of over 1.6 million teachers nationwide.

Every teacher is a beautiful story of professional devotion, resilience in overcoming difficulties, and continuous creativity, whether they have dedicated their lives to the lecture hall, pioneered digital transformation, or quietly guided disadvantaged students.

The teachers are bright examples of ethics and personality, and are core factors in emulation movements, innovation, and creativity, contributing to fostering trust and inspiring pride in the noble and humanistic image of teachers.

The Party, State, and Government always give special attention to the teaching staff, the force that determines the success of the education system. This consistent view is reflected throughout major resolutions, from Resolution 29/NQ-TW on fundamental and comprehensive education reform, Conclusion No. 94/KL-TW on the continued implementation of Resolution 29, and most recently, Resolution No. 71/NQ/TW of the Politburo on breakthroughs in education and training development.

These orientations not only affirm the central role of the teacher but also create strategic solutions and mechanisms, meeting the urgent requirements for developing the teaching staff and ensuring education quality commensurate with the rapid and powerful development of the country in the new era.
The policy focusing on teacher development is a key solution and the key to realizing the development expectations of the education sector and the country.

Teacher Tran Thanh Hai, Principal of Viễn Đông College in Ho Chi Minh City, emphasized that the Politburo’s Resolution 71-NQ/TW on breakthroughs in education development and Resolution 68-NQ/TW on private economic development are important foundations for vocational education orientation.
According to Mr. Tran Thanh Hai, the development of technology, especially artificial intelligence (AI), is strongly impacting education and training. In vocational training, the previous order of priority was knowledge – skills – attitude, but currently, skills are prioritized, followed by knowledge, while attitude still plays an important role. With skills, vocational students can self-update knowledge on social platforms, especially as knowledge changes rapidly. This approach has helped Vien Dong College supply quality human resources to 18 industrial and export processing zones in Ho Chi Minh City.

Mr. Tran Thanh Hai believes that to effectively implement these orientations, applying channeling policies and appropriate investment is very important. He highly appreciated the Prime Minister’s view of “public investment – private management,” meaning the state budget compensates students directly (public investment), while both public and non-public schools can participate (private management), creating great attraction and helping to channel students effectively. Based on these policies, Mr. Tran Thanh Hai proposed: Expanding investment for teachers in the non-public sector; and having a mechanism for the non-public sector to participate in national education programs and strategies, which would both create competition, enhance efficiency, and ensure the ultimate beneficiaries are the learners.

Speaking at the meeting, in a warm and solemn atmosphere celebrating Vietnamese Teachers’ Day, Prime Minister Phạm Minh Chính warmly welcomed the 60 teachers representing more than 1.6 million teachers and education administrators nationwide. On behalf of the Party and State leadership, he extended respectful greetings, heartfelt regards, and best wishes.

On the occasion of Vietnamese Teachers’ Day, November 20, the Prime Minister expressed his deepest gratitude to all generations of teachers across the country, who have always been dedicated, day and night contributing to the glorious and noble cause of “cultivating people” of our nation; sent greetings and best wishes to the students and parents.

“The tradition of studiousness, respecting teachers and valuing talents are deep humanistic values of our nation; the remembrance of the nurturing grace of teachers is a pervasive lesson in folk verses and proverbs from the very childhood of every person: “Cơm cha, áo mẹ, chữ thầy/Nghĩ sao cho bõ những ngày ước ao”; “Con ơi nhớ lấy câu này/Ơn cha, nghĩa mẹ, công thầy chớ quên”, the Prime Minister stated.

The Prime Minister recalled that the beloved President Ho Chi Minh – the genius leader of the Party and the Vietnamese people, Hero of National Liberation, World Cultural Celebrity – always highly valued the role of teachers in educating the young generation. He emphasized: “Without teachers, there is no education. Without education, without cadres, there is no talk of economy or culture,” and “An ignorant nation is a weak nation.”

The Prime Minister clearly stated that our Party and State always consider education and training a top national policy, with a particularly important role in laying the foundation for the formation and development of each person’s personality and capacity. Education and training shape a person’s “Virtue – Intelligence – Physique – Aesthetics”; it is the most important factor ensuring success in the breakthrough development of human resources, especially high-quality human resources, serving rapid and sustainable development.

“Human resources are the most important factor determining the success or failure of revolutions and the development of a country. People decide everything; investing in people is investing in development, and it is the most important investment,” the Prime Minister emphasized.

To achieve the country’s two 100-year strategic goals, the Politburo has issued Resolutions No. 57, 59, 66, 68, 70, 71, 72 on policies creating breakthrough development in key areas (including: science and technology, innovation, national digital transformation; international integration; law formulation and enforcement; private economy; ensuring national energy security; healthcare for the People; and education and training) and is preparing to issue resolutions on state economy, foreign direct investment, and culture.

The Prime Minister clearly stated that, now more than ever, we need to focus all resources, create all mechanisms and policies, to make breakthroughs in education and training development truly the most important foundation for national development.

Accordingly, the Politburo, National Assembly, and Government have issued multiple policies and solutions to create breakthroughs in education and training high-quality human resources and have focused on drastic implementation.

The highlight is the Politburo issuing Resolution No. 71-NQ/TW dated August 22, 2025, on breakthroughs in education and training development; this Resolution is of special importance, carrying a strategic vision to implement the strategic breakthrough in high-quality human resource development, leading our country to rapid and sustainable development.

The Resolution added special, superior preferential policies for the teaching staff (raising the professional preference allowance for preschool and general education institutions to a minimum of 70% for teachers, a minimum of 30% for staff, and 100% for teachers in particularly difficult areas, border areas, islands, and ethnic minority regions).

The Government issued Resolution No. 281/NQ-CP dated September 15, 2025, on the Government’s Action Program to implement Politburo Resolution 71-NQ/TW. Concurrently, they are drafting and finalizing to submit the National Assembly’s draft Resolution on some specific mechanisms and policies for education and training development, as well as the National Target Program to improve the quality of education and training.

The Politburo also issued Conclusion No. 81-TB/TW dated July 18, 2025, on the policy to invest in building 248 boarding schools in border communes. This is a major decision with profound political-social and humanistic significance, demonstrating the special attention of the Party and State to the people in the border areas of the Fatherland and to the teachers who tirelessly “stay in the villages and sow knowledge” in the border regions.

The Prime Minister stated that the Politburo, the National Assembly, and the Government have issued many major policies, mechanisms, guidelines, and solutions to create breakthroughs in developing education and high-quality human resources, and have focused on drastic, directed implementation

To date, 84 schools have started construction, and tomorrow (November 16), groundbreaking ceremonies will be held for 16 more schools in three localities (Da Nang City, Gia Lai Province, and Quang Ngai Province). This will complete the goal of starting construction on 100 schools in 2025 as directed by the Politburo. The construction of these schools will continue according to schedule, ensuring quality and functionality.

The National Assembly passed the Law on Teachers on June 16, 2025, which takes effect from January 1, 2026, establishing the legal position, honoring, and developing the teaching staff. This is the first specialized law providing comprehensive regulations on the rights, obligations, policies, training, fostering, and other matters related to teachers.

The Law on Teachers will contribute to institutionalizing and affirming the major policy of the Party and State in honoring, caring for, protecting, and developing the teaching staff—the key force of the national education cause.

The National Assembly also issued the Resolution on universalization of pre-school education for children aged 3 to 5 and the Resolution on exemption and support of tuition fees for preschool children, primary school students, and learners of the General Education Program at educational institutions.

The Prime Minister affirmed that these decisions are even more special as they were issued on the occasion of the 80th anniversary of the Education sector’s tradition, demonstrating the attention of the Party, State, and the entire political system to education and training, while also setting new expectations and requirements for the sector in the new era of national development.

On behalf of the Party and State Leaders, the Prime Minister acknowledged and warmly praised the tireless efforts, silent sacrifices, and utmost dedication of the teaching staff in particular and the entire education and training sector in general. Their contributions are crucial in implementing the strategic breakthrough in human resource development to serve the cause of industrialization, modernization, and rapid, sustainable national development.

In the coming time, to continue the drastic, fundamental, and comprehensive innovation in education and training, aiming for Vietnamese education and training to reach the advanced level of the Asian region by 2030 and the world’s advanced level by 2045, in line with the spirit of Politburo’s Resolution 71, the Prime Minister requested the Minister of Education and Training, the Ministers, Heads of sectors,

Secretaries, and Chairpersons of localities to continue paying greater attention and care to the cause of education and training; to drastically, synchronously, and effectively implement the assigned tasks, truly creating a breakthrough in the quality of education and training at all levels and in all localities with the motto: “Taking students as the center and subject – Teachers as the motivation and inspiration – Schools as the foundation – Families as the support – Society as the pillar.”
